The International League was formed in 270 by Minston and Varia making Savamoz, the stepping stone to the New World, international territory so that the new world is open to all under the Ilthin Colonial Charter. In 635, Minston, the Varian Empire, and Obornia created the State of Three Nations at the point where the three countries meet. This was a place for the nations to conduct political meetings and to collaborate. In 690, the State of Three Nations was combined with the Ilthin Colonial Charter to create the International League.
